No, MK ULTRA is one of the CIA's mind control programs using psychotropic drugs. The government claims that Project MK ULTRA was shut down in 1969, but that is highly doubtful, or it just may go by another name now. The CIA is still conducting mind control experiments to this day.
The only UFO program that I am familiar with is the US Air force Project Blue Book. That particular Program was discontinued a few years ago.
